December 12, 2025

WASHINGTON, DC: This week, U.S. Representative Rob Bresnahan, Jr. (PA-08) voted in favor of S. 1071, the National Defense Authorization Act for Fiscal Year 2026 (NDAA), which passed the House by a vote of 312-112.

“Peace through strength starts right here at home,” said Rep. Bresnahan. “The NDAA strengthens America’s military and delivers real wins for Northeastern Pennsylvania. It supports pay raises for our troops, boosts America’s military readiness, and protects good-paying defense jobs right here in NEPA. From Tobyhanna Army Depot to the Scranton Army Ammunition Plant, this bill reinforces our national defense and our steadfast dedication to peace through strength.”

The NDAA fully authorizes more than $900 billion in national defense spending and codifies several key national security executive orders signed by President Trump. Additionally, the NDAA authorizes:

  • $68 million for Tobyhanna radar test range expansion
  • Continued funding for long range artillery shells to keep Scranton Artillery Depot running at full capacity
  • A 3.8% pay rise to our service members and improved benefits for military families
  • Full funding and expanded authorities for the Department of Defense to support DHS border security efforts
  • Fundamental reforms the DoD acquisition process speeding up the delivery of innovative new technologies to the warfighter
  • New programs to revitalize the defense industrial base, grow defense manufacturing jobs in America, and onshore our defense supply chains
  • Support for President Trump’s top priorities, including the Golden Dome, F-47 fighter aircraft, submarines, warships, and autonomous systems
  • Funding to revitalize American shipbuilding
  • Enhanced capabilities to prepare our military for a potential conflict in the Indo-Pacific
  • Promotion of energy independence through the use of new nuclear power technologies

The NDAA now heads to the Senate for final passage before being sent to President Trump for signature.
