Project Description: The funding would be used to expand the Illumination Early Learning Center into a new building to accommodate more children while fostering partnerships with local educational institutions to train new instructors. The project will construct an essential childcare training facility to increase childcare capacity and education in a rural area.

Project Description: The funding would be for the acquisition of two crucial firefighting vehicles, a rescue truck and an engine truck, for the West End Fire Company in Brodheadsville. These vehicles are essential to bolstering the capabilities of the area’s volunteer fire service, significantly enhancing its ability to respond promptly and effectively to emergencies across Chestnuthill Township and the broader West End of Monroe County.

Project Description: The funding would be used for expanded programming in Monroe, Carbon and Pike Counties aimed at reducing drug use, drug-related crime, and drug-related deaths. The project is an appropriate use of taxpayer funds because it will alleviate current burdens on local law enforcement, healthcare systems, and social services, while helping individuals recover from opioid addiction and return to the workforce, generating more tax revenue.

Project Title: City of Scranton Emergency Operations Center

Project Description: The funding would be used constructing and equipping a mixed-use facility that will serve as a central coordination hub for disaster response. The EOC’s primary functions will include situational awareness, resource management, operational planning and public information management. The proposed project will support incident management operations across multiple functional disciplines for the benefit of Lackawanna County and surrounding municipalities.

Project Title: Monroe County Goose Pond Dam Project
Amount Requested: $2,800,000

Project Description: The funding would be used for a structural rehabilitation project of the aging Goose Pond Dam to bring the spillway and outlet structure back into compliance with current state and federal regulations. This project will alleviate current maintenance and safety hazards and expand flood mitigation capacity to the over 40,000 people who live in its watershed.

Project Title: Dallas Area Municipal Authority Wastewater Infrastructure Expansion

Project Description: The funding would be used to repair, construct, and expand wastewater infrastructure of three municipal authorities: Harvey’s Lake, Dallas Area, and Wyoming Valley Sanitary Authorities. The project is an appropriate use of taxpayer funds because it will implement a redundant system to transfer wastewater under the Susquehanna River, highly limiting the risk of a catastrophic health and biohazard situation.

Project Title: Eastern Pike County Sewer Extension

Project Description: The funding would be used to extend wastewater treatment from the Westfall Municipal Authority to connect the commercial and residential districts in both Matamoras Borough and Milford Borough. The project is an appropriate use of taxpayer funds because it will alleviate current wastewater constraints within these communities and replace on-lot systems that are substandard and antiquated.

Project Title: Monroe County Wastewater Treatment Project

Project Description: The funding would be used for wastewater treatment, demolition, of the existing wastewater plant at the end of its operational life, and construction of a new facility outside a flood zone. The project is an appropriate use of taxpayer funds because the existing facility is at the end of its operational life, and construction of a new facility will bring more reliable and efficient wastewater infrastructure to Monroe County and its residents.

Project Title: SR 6 Over Wallenpaupack Creek Bridge
Amount Requested: $2,000,000

Project Description: The funding would be used rehabilitate the bridge on State Route 6 (G.A.R. Highway) that spans over Wallenpaupack Creek in Pike and Wayne Counties. Specifically, the funding would allow for the deck rehabilitation of two structures on SR 6 over Wallenpaupack Creek and PP and L Flume, including such activities as substructure repairs, deck preservation, abutment repairs, and expansion joint replacements. The project is an appropriate use of taxpayer funds because it will extend the life of the bridge and ensure safe travel for the 9,766 vehicles using the bridge each day.

Project Title: Route 309/Mundy Street Crossroads Improvement Project

Project Description: The funding would be used to improve traffic signals at six crossroads within the public rights-of-way on PA Route 309 – a two-lane road without traffic signals – in the Township of Plains, Luzerne County. The project is an appropriate use of taxpayer funds because funds because it will increase traffic efficiency and public safety along PA Route 309, as the outdated, existing infrastructure is not sufficient to manage current traffic volume in the area.

Project Title: Veterans Permanent Supportive Housing

Project Description: The funding would be used to renovate a condemned house in South Scranton into an eight-unit affordable veterans housing unit. The project is an appropriate use of taxpayer funds because it would create a permanent veterans housing facility and ensure services are provided to help transition low-income and/or at-risk veterans back into their communities.

Project Description: The funding would be used to construct a new state-of-the-art 73,600 square feet educational facility providing career readiness educational programs. The project is an appropriate use of taxpayer funds because it will provide educational benefits such as practical skills, career readiness, work-based learning, and focus on careers in high-demand industries in a community not currently served by a Career and Technical Center.
