Bresnahan introduces bipartisan Training and Nutrition Stability Act

Bipartisan legislation offered on April 21 by U.S. Rep. Rob Bresnahan (R-PA) would ensure that earnings from employment and training programs do not decrease Supplemental Nutrition Assistance Employment (SNAP) benefits for Americans in need. 

“Work is not a dirty word,” said Rep. Bresnahan. “In northeastern Pennsylvania and across the country, we are facing a skilled-workforce shortage, and businesses are in desperate need of those ready to roll up their sleeves and get to work. 

“This is exactly why we should not punish taking advantage of learn-as-you-earn programs and forcing workers to choose between participation in proven SNAP [Employment and Training] programs and being able to receive their nutrition benefits,” he added.

The congressman cosponsored the Training and Nutrition Stability Act, H.R. 2974, with bill sponsor U.S. Rep. Adriano Espaillat (D-NY) to close a loophole stemming from the 2018 Farm Bill that essentially disincentivized participation in learn-as-you-earn job training programs through the SNAP Employment and Training (SNAP E&T) program.
